  I think you parsed that wrong. I don't think it was "(abuse of) (position agency model)" but "(abuse of position) (agency model)". The lack of punctuation isn't helpful, and the exact argument being made is unclear, though.

      OR that AGENCY MODEL was in all caps???? abuse of position is also a term. abuse of position with their agency model. <--- That better?

        The use of all caps and seven exclamation marks in six sentences was a little bewildering for me.
