That doesn't follow. You don't have to use jackbooted thugs to intimidate someone. Ordering government agents to be sent to a newspaper to destroy information sounds pretty intimidating to me, even if the agents in question are friendly and doing something routine to them. Is it not intimidation if a gang sends a couple scrawny members to your restaurant to enjoy a pleasant meal the day before your protection payment is due?
