It's not just the developer. It's most people who end up using Linux. It's not as good of a UX or UI. The hardware you can even get it on out of the box isn't amazing.
Most importantly, there is a weird anti-Ubuntu sentiment around their efforts to build a better user experience that is making even less likely that developers are going to rally around Linux anytime soon.
