Some developing countries have a much higher ratio of women in STEM compared to developed countries. Not hard to understand if you view it from the angle of STEM jobs being relatively high paying, and money being a way to independence. In the developed world, women don't need a high paying job in order to have independence. Though I don't know if Iran should be considered a developing country.
