The recent case of the woman proved that they can mess these things up and get them wrong, so imagine them getting it wrong due to a similar name or misunderstanding and you end up on a kill list. So the worry is that a kill list becomes like a no fly list, you don't know you're on it until you hear a drone's missile coming at you.
