I wonder how this affects the Microsoft Open Specifications Promise (which covers the specs pertaining to Office Document file formats) -- it would be unfortunate if Microsoft decided to reverse course and break their promise

This doesn't impact Microsoft's promise at all. The issue at hand was that Oracle specified that any implementation using their Specifications license be compatible, and the Dalvik implementation is not compatible. So it isn't that Oracle is going back on their word, it is that Google did not follow the rules of the license.
