With solar still a tiny fraction of the total mix, and with plenty of paid for, weather independent capacity already existing, it's likely more efficient to lean on those for when the sun don't shine.
In the Southwest, where counteracting the direct effect of solar radiation (cooling/Ac) is a main consumer of power, this makes even more sense.
