I agree that the Joel Test is a guideline. Some questions on it might only work for everybody. Consider, "Do you have a spec?" Some of the neatest teams I have

I agree that the Joel Test is a guideline. Some questions on it might only work for everybody. Consider, "Do you have a spec?" Some of the neatest teams I have worked on used index cards instead of a static spec and it worked really well.
