Mexicans do not expect their government to use this kind of authority to actually pursue and stop violent criminals. The level of cynicism and suspicion toward government is astonishing to me, even as an American. IT makes me a little proud. But the Mexican government usually seems somewhat more responsive to public opinion on internet, security, and privacy policy issues than the US government is. So there's some chance these provisions will be changed if enough people care.
