Your comment is a few years out of date. The FDA has recently started caring, and there are high-enough profile cases to be on the industry's radar. It'll continue to be a mess for years to come, the introduction of new medical hardware and software is slow and I don't know how they plan to handle already deployed items. But not exactly for the reasons you state.
