Well, the Communist Party of the USA was committed to the subversion of the democratic government, at least at the time. And it was only limited to subversion because direct violent overthrow was impossible. Even today membership in groups that espouse the "violent overthrow" of the government will exclude you from positions of responsibility in said government. You can correctly call it discrimination, but I'd simply note that the Constitution of the U.S. is not a suicide pact.
