On a serial bus no. An RS-485/428 bus and individual controller can die and the bus functionality is not destroyed.
To achieve the behavior you described devices would have to bridge the connections, not be wired in parallel.
This assumes PCIe can handle that connection style, which I understand the standard little, so I could be completely off base.
