What I think is the problem is actually the SE way of never giving notifications for bad stuff, only for good stuff. Your questions are silently closed or edited, your bad "suggested edits" are silently discarded etc.. So a lot of users do, and continue to do, "bad" stuff because they don't know they're supposed to do differently. This means that single users act up, directly towards the offenders of the rules. This creates a lot of drama. I think that shouldn't be necessary, it's the job of the system, not single users to notify them about bad behavior.
