As a cable company, Comcast are not just selling internet access, they're also selling access to TV and Movies, infact historically this is all they sold and they're still stuck in this mindset. Netflix threaten to disrupt this lucrative business. Everyone knows cable make money from bundling a whole bunch of rubbish channels together with a handful of high quality channels and charging a lot for it. As soon as someone (Netflix) offers to let you just watch the good stuff, for less dollar, Comcast's profit line is going to take a hit. It's no coincidence that it's Netflix who has to pay extra whilst the non-threatening Google/YouTube/Facebook/Porn get past without hassle.
