I think a lot of rules shouldn't be created. It's just enough to speak up. Someone behaving bad while drinking? Talk to the person the next day. Two people starting a relationship at work? Talk to them about having a bad time at work when they break up. There should be only one policy: everyone is equal and deserves respect.
