I think it's very good advice; just overly specific. It should be "have a dating policy," or have explicit guidelines on how to handle intra-office relationships. I'd say it doesn't matter whether it's a 'no-dating', 'no propositions in the office', or a 'one goes, both go' policy in case of problems... just as long as you're explicitly addressing the issue.
