The problem I've had with reporting accidents is that the phone isn't loud enough to be heard over other traffic. So I can't hear the 911 dispatcher. My guess is they're being volume-limited to protect people's hearing, but in a high ambient-noise environment (like, standing beside an interstate) it really needs to be louder.
