The costs tied to bootstraping / prototyping definitely went down in ten years, just by virtue of the technology evolving. There were no cheap github/docker/aws/RoR ten years ago. These tools are catalysts for developer productivity, although it can be argued that we now have even more tools that act as catalysts for developer procrastination.
