In ye olden days of perpetual licensing, enterprise software could be bootstrapped. I know, I did it. The exit value on a PSR basis is of course higher for SaaS as the value of recurring revenue is higher. Effectively we have moved the risk/reward from the customer to the investor. Its a different game for entrepreneurs, more capital/dilution with higher exits on success.
