The "improving our tools is no silver bullet, so let's keep using what we already have" thinking that this guy is criticizing is an excellent example of the fallacy of gray (http://lesswrong.com/lw/mm/the_fallacy_of_gray/ http://lesswrong.com/lw/mm/the_fallacy_of_gray/). Of course, using Haskell doesn't prevent all bugs, and PHP doesn't always cause disasters. But it's easy to see which of these is the darker shade of gray. And there is a point where switching to safer (but not perfectly safe) tools is the right thing to do.
