Tunnel paths will be pre-planned so as to avoid interfering with existing infrastructure. I for one am skeptical of this. There is _a lot_ of underground infrastructure which isn't documented. Just think about all of the wiring, sewer lines, gas lines, which are in a typical urban environment. Most of this just has to be found by hand digging. That said, I'd love to be proven wrong.
