She was one of the architects of a useless war that resulted in the deaths of hundreds of thousands of people. I understand that in large organizations individuals may not be able to stop the machine, but they can always choose not to be part of it. She is one of only a few people in history who have had that much influence, and who have used it to such devastating effect.
