I disagree. The whole point of IaaS is that the hardware/hypervisor/network is the provider's responsibility, and everything inside of your VM is yours. If the provider isn't doing due diligence to monitor their infra, then what infra are you selling as a part of your IaaS?

How do you know that they're not monitoring their infra? The OP is complaining that they didn't post an update on the status page. I see no evidence that they were not aware of the issue at the physical hypervisor level before he filled the ticket.

    that you can proactively fix an issue before some/many/most of the users become aware of the issue.
