And I wonder if it is on purpose to keep the lock-in. But strangely in Windows 8.1 (not phone yet) you can make Windows store apps using WebGL and JavaScript.

But strangely in Windows 8.1 (not phone yet) you can make Windows store apps using WebGL and JavaScript. FireFox OS also support WebGL.
