I am a big fan / proponent of prediction "markets" or similar otherwise incentivized crowd prediction tools. Happy to see someone execute it within the government while avoiding the terrible branding and public relations faux pas of past "terrorism market" endeavors. Hopefully this will scale more broadly, continue to improve its incentives, and increase our capability to prepare for future events.
