I know what you mean, but I can't blame people for having other obligations or interests outside of programming. I went to a public high school here in NYC and have good friends who had to work their way through college, some of them even had siblings to support. Knowing about git, tdd and etc is important but it's not something that can't be taught. It's as simple as pairing them with experienced engineers and pointing them to a few relevant books.
