Ok, as I'm still not able to find anywhere where a legal ruling says a 'do not call' is illegal, could someone please direct me to said ruling? I get that part

Ok, as I'm still not able to find anywhere where a legal ruling says a 'do not call' is illegal, could someone please direct me to said ruling? I get that part of what they were doing has been deemed illegal, namely the 'do not hire' restrictions, but a 'do not call' list doesn't seem like it could possibly be illegal.
