I think they mean an integer storing tenths of a second (so 10 = 1 second) , so 10 * (1/10) == 10 * 0.1 == 1.0

    Multiplying by 1/10 is the same as dividing by 10.

      And faster too. For older processors without hardware divide, much much faster.
