So yeah, Scott_w is correct in saying that there was an explicit agreement not to hire people who apply. It does not get more explicit than written in black and white on an official hiring policy memo. Regarding engineers, the poster above you referred specifically to 'people', not the subset 'engineers'. He was correct in his statement and it appears that he did, in fact, read the article all the way to the bottom.
