The client needs to actively manage the projects for risk so that the do succeed and don't pretend to "succeed." In other words, doing a good job making sure a good job is being actually done.
- acdha 13y agoCorrect – my argument is that the government is actively hindered in having the ability to perform that task. You simply can't contract out the skills needed to manage a non-trivial project because too much of it requires local knowledge and experience.
