There is a very good one at the University of Twente (Nederlands) http://websdr.ewi.utwente.nl:8901/ http://websdr.ewi.utwente.nl:8901/ which runs on a very fine piece of equipment and has a wide range of bands to listen to (probably much wider than you could install at home.) The only drawback is you're listening to signals somewhere else in the world instead of your very "own" RF spectrum, but it's very convenient where installing a gigantic antenna might not be feasible.
