This sounds like an elderly person that does not understand computers. A staffer probably misplaced a file and cried "CIA". Although I revel in the fact that ubiquitous spying bothers her when she is the target I'm not convinced she knows what she is talking about. Also note this happened in 2010 so it just sounds like an excuse for her to make a political about face in the face of pressure about the NSA.
