As a San Diegan, I can confirm this happens all the time with US-English on various TTS engines.
La Jolla pronounced exactly the way you'd expect someone with no exposure to Spanish to pronounce it (rather than 'La Hoya').
El Cajon ('El Cahone') becomes El Kage-on.
etc.
