I agree with the nostalgia comments in this thread :) Though not published in a journal, I developed a near-identical concept and implementation as a senior high-school project from '97 to '98. This after realized the difficulty of implementing the more general triangle-subdivision strategy for terrain LOD driven by a computational-cost/visual-benefit algorithm.
