To be completely fair to Redactor, I don't think that it produced the 'Divs containing nothing but BRs'. I just made a few paragraphs in redactor in it marked them appropriately as <p>. I think that, given that that site was used as an example of allowing someone to let the html by hand, the errors you point out may very well likely be errors introduced by the person writing the html by hand.
