I certainly came across people(so far, universally my bosses- lead developers who I didn't directly report to so far haven't been like this at all) who certainly had the "don't dare question me" attitude. It made it a lot more difficult to go to them when I was genuinely stuck too, because in general you always feel like you're getting in their way.
