I generally just assume a tenured professor (or associate professor) of anything can write papers that will get accepted in certain journals. Making any further assumptions about what they can or can't do has been proven to be well outside the realm of possibility. Clearly, though, this one can write an article that got some attention, which may be more useful than anything else they might have attempted.
