Um... I don't know about the U.S., but I've done some work involving classified information in Sweden, and it's not like you get access to a special hotline or anything. If you are in immediate danger you still call the regular emergency number like everyone else. Besides, not everyone works with Top Secret information, that's the entire purpose of having different classifications. Even Restricted information is still classified.
