Edit: I misread the original post and thought they were scans of employee passports. Apparently a personal verification option was a scan of a passport. I still have no clue why this kind of information would be kept on a public-facing server. It's reaching a bit, but they may be scans of passports for foreign employees who need to be registered with proof of identity but do not (for whatever reason) have a form of identity that the Japanese government considers "official."
