In Germany the major cable providers are currently switching to DS-Lite which means native IPv6 and carrier-grade NAT for IPv4. The cable companies came a bit late to the broadband party and can't get any more large IPv4 block from RIPE now that they're having a large growth of customers.
Only the old DSL providers like Deutsche Telekom (which is still has the largest market share) can offer real dual stack (with a /56 for IPv6) since they have enough IPv4 addresses and no real growth anymore.
