For the same reason presumably that the current law is successful: Certain uses require legal names.
Otherwise, why have the check at all?
- anigbrowl 13y agoStephen M. Law (or whatever his middle initial is). It's cack-handed bureaucracy of course but this is like saying that companies occasionally sending bills to dead people means that computers are a bad idea. This is the price you pay for automation.
