That search term digs up some stuff I hadn't seen before that might be applicable. The particular paper you mentioned starts with a polygon rather than a set of rectangles, though.

  But a set of rectangles outlines a polygon, right? You pack them however they are and draw between exterior vertices. Voila, polygon.

    Space between rectangles make holes in the polygon. We can't cover any space that wasn't already covered.
