  Great Idea, but the initial capital expenditure will be very high and at some time prohibitive enough. I think the government can help in waiving off taxes for sale of LED lights(This can cause great savings in power consumption), pedal assist bicycles and for things alike. Either way I don't think big changes will happen until we see great deal of innovation in the energy sector.
