At first, I thought that the document was a semi-fabrication -- a third party transcription done to force readers to confront the Governor's terrible English skills. I can understand how one might give a speech in "the vernacular," but the released transcription suggests that she regards this mess as reasonable English. However, it is hard to find fault with her as her writing skills unfortunately are average for an American. I blame the electorate for not demanding higher intellectual standards of its leaders.
