Now, not 20 years ago, if you want to be rich(or do anything by the way) there you need to be a member of the communist party.
And yes, it may surprise you but in communist party they discuss and study communism theory.
The "openness" is a survival strategy for them, a release valve if you wish. No way they could have survived that long without it.
