The only reason those states didn't extend Medicaid is that they dislike Obama and what he stands for. It's 100% covered by the federal government for 3 years,

That's right, the State. Sure, maybe they didn't like Obamacare. But that doesn't mean there wasn't a real concern for a very real budget, which the legislature is constitutionally required to keep balanced.
