Asking for $20 to save a man's life seems to be just another tactic for them to get money. This is not surprising. It is Verizon, after all. After disputing many months worth of Verizon charges for service I didn't have (at about $100 / month) and getting the money back from my credit card, they tried twice to submit the fraudulent charges to two different collection agencies till I had to threaten the agencies with legal action. Of course, the quickest and best option in any dispute is to hang up, try again, and hope you get someone who is not a total asshole on the other line. It does happen, albeit extremely rarely.
