My first thought when reading this was that MSSQL (which i'm most experienced with) would automatically optimize this query. I'd think postgres can too. If I saw this happen in MSSQL I'd start by clearing the statistics for the table. My second thought was that 20 seconds is a long time for a query and there's probably a better solution using a materialized view.
