I know I'm showing my age here, but back in the old days the legislative branch was the one that made laws and the executive branch was supposed to enforce them. Obama and Holder can't legally take marijuana off schedule 1 because it's specifically listed as a schedule 1 drug in federal law. Not that that would actually stop Obama or Holder, mind you.
