I wouldn't work with such a company on ethics grounds. It does seem like there's an opportunity for a company that lets companies list for free, but charges the listing company when they successfully hire a candidate. That would align the priorities of everyone involved. There would be issues with validating hires when they happen but I think that could be worked around.
